The former mayor of Sineozersk, Arkady Anikeev, who came under house arrest, is sure that he will be able to get out and be released, as well as to take revenge on all who betrayed him. For this, he decides to use all his connections. However, it turns out that everything is not as simple as the mayor thinks...

Former mayor Anikeev is making another attempt to get out of house arrest by bringing in a lawyer from Moscow to defend him. Osipenko persuades Samsonov's family and his wife Nina to knock out information from Anikeev, where he hid the money, offering an apartment in a new building in return. Marina Bylinkina, having agreed to cooperate with the FSB, receives the first task - to install a bug in the room of the former mayor

Samsonov becomes a folk hero thanks to a viral video of him throwing Anikeev out the window. Anikeev understands that this is a chance, and persuades Samsonov to run for mayor of Sineozersk.
