To revive Tendokai, Okita (Yasukaze Motomiya) and Kurata (Yoshiyuki Yamaguchi) form the Washio-gumi, recruiting former members like Murata (Shunsaku Kudo) and Yagi (Yudai Uenishi). They are warned by retired Kozo Otani (Shun Suda) about an impending police raid on their organization. Despite Kurata's questioning, Otani remains vague. Meanwhile, Akinari Myojin (Kaneko Sho) discovers that Jinseikai was being controlled by Prime Minister Anan (Ikki Hankai). Before they can act, Jinseikai's headquarters is destroyed by a "mysterious man." Hozumi (IZAM) of the police suspects Washio-gumi is behind it, but Okita and Kurata are uncertain. Hozumi suggests the conspiracy may be tied to Kazuma Washio's (Hitoshi Ozawa) past, prompting them to investigate.
